云南地区的草根组织以及感染者个人致信全球基金理事会、中国CCM秘书处、非政府组织类别组代表

尊敬的中国CCM非政府组织类别代表、感染者类别代表：
你们好！
我们是云南地区的草根组织以及感染者个人，闻悉你们将参与全球基金于近日在昆明召开的理事会，特此向你们反映我们对全球基金参与的情况。
我们认为全球基金（主要是第四轮）在云南地区存在以下几个问题：
1、 信息不公开。
我们很难获得有关全球基金的信息，特别是云南省项目办的统一招标的信息以及正在执行的项目信息。
2、 缺乏草根组织的参与。
第四轮在云南已经执行2年多了，我们除了参加过1，2次的培训外，没有得到其他的任何支持，草根组织是全球基金项目执行中不可缺少的参与者，可是我们没有看到在项目执行中草根组织的身影。
3、 大量的资金没有让目标群体受益。
我们了解到第四轮在云南举办了各种能力建设的培训班，可是我们没有看到这些资金用于目标人群的行为干预（比如健康宣传材料的发放、安全套的发放）以及感染者的治疗和关怀。
我们建议：
1、 云南省项目办应该定期发布针对草根组织的招标，并广为发布；
2、 项目办有义务将所有相关信息通过各种渠道通告草根组织以及感染者，比如公开后3年详细的工作计划；
3、 强烈建议项目评审小组有30%以上的草根组织代表参与，整个评审过程应该遵循“公开、公平、公正”的原则；
4、 项目办应该严格按照后3年的工作计划规定的资金用于支持草根组织的实际工作；
5、 减少行政、能力建设、培训班、差旅（工作人员和专家等）等支出，应该把更多的资金用于目标人群的行为干预以 及感染者（家庭）的治疗和关怀。
6、 后3年计划应该增加关注边疆少数民族地区的疾病干预和草根组织的支持。

Dear Global Fund Board and the Secretariat:
We are some representatives of grassroots NGOs and PLWHA in Yunnan Province. As the 16th Board Meeting will be held in Kunming on November 12 and 13, we would like to specifically reflect some situation about civil society participation into Global Fund programs.
Yunnan Province is one of the project provinces of China Global Fund Program Round 4. We find that the implementation of Global Fund program here has the following problems:
1) The openness of information distribution
We as civil society here can not have access to information on Global Fund, especially the information of call for proposals and the implementing activists.
2) Lack of grassroots NGOs participation
The Round 4 has been implemented for more than 2 years, except for one or two times of capacity building training, we have not got any other support so far. We strongly think that grassroots NGOs are a key stakeholder of Global Fund programs, but pitiful, we do not see the participation of grassroots NGOs in the implementation of Global Fund programs.
3) The target populations do not get benefits although large amount of grants is there
We understand that Round 4 held different kinds of capacity building during the last two years, but we do not see any fund was used in the intervention in target population, such as distribution of IEC, condoms, as well as treatment and care to PLWHA.
We hope the Board and the Secretariat can respect our voice, and let implementation to make the following changes:
1) The Yunnan Provincial Project Office shall publish call for proposals specifically to grassroots NGOs, and the information should be widely published.
2) The Project Office have the responsibility to inform the grassroots NGOs and PLWHA any updated grant information by sending out in a broader way, for example work plan of the Phase-
2.
3) We strongly recommend that the proposal review team can have at least 30% members from grassroots NGO representatives, and all the process should comply with the principle of “Fair, Open and Justice”
4) The Project Office should comply with the exact language in the Phase-2 work plan of Round 4 on supporting grant support to grassroots NGOs.
5) The expenses on administration, capacity building, trainings and travel of project office staff and experts should be decreased, and the grants on intervention in target populations and treatment and care to PLWHA should be increased.
6) We recommend more grants should be given to support the intervention in minority nationalities along the border and to support grassroots NGO participation.
